WKWB Youth Services RFP

The West Kentucky Workforce Board (WKWB) is seeking qualified partners to help support young people across the region through the Workforce Innovation and Opportunity Act (WIOA). Through a competitive procurement process, WKWB is requesting proposals from organizations interested in delivering In School Youth (ISY) and Out of School Youth (OSY) programs across its 17 county service area.

The West Kentucky Workforce Board region includes Ballard, Caldwell, Calloway, Carlisle, Christian, Crittenden, Fulton, Graves, Hopkins, Hickman, Livingston, Lyon, Marshall, McCracken, Muhlenberg, Trigg, and Todd counties. Selected providers will be responsible for offering year round career exploration, training, and employment services to economically disadvantaged youth ages 16 to 24 who live in one of these counties and face at least one WIOA identified barrier to employment.

WKWB is particularly interested in proposals that bring innovative approaches to youth workforce development. Programs should be designed to meet the unique needs of young people while also responding to the demands of local employers. Service providers should be prepared to deliver a wide range of training and employment opportunities tailored to individual participants.

Strong proposals will clearly demonstrate the organization’s ability to successfully implement the program, track and report outcomes, and manage services effectively. Applicants must also show that they have the financial capacity to operate under a cost reimbursement contract while maintaining high quality programming for youth across the region.

By partnering with experienced organizations, WKWB aims to expand opportunities for young people in West Kentucky and help them gain the skills, training, and work experience needed to succeed in today’s workforce.
