Request for Proposal for Fiscal Agent / Subrecipient Services for Program Year July 1, 2019 – June 30, 2020

The West Kentucky Workforce Board (WKWB) and the West Kentucky Local Elected Officials Workforce Consortium released a Request for Proposal (RFP) on April 10, 2019 for Fiscal Agent/Subrecipient Services under the Workforce Innovation and Opportunity Act for Program Year July 1, 2019 – June 30, 2020, which will allow an organization to serve as the local fiscal agent/grant subrecipient for the disbursal of Workforce Innovation and Opportunity Act (WIOA) funds awarded the West Kentucky Local Workforce Development Area for program management/support.  

Available funding for the Adult, Youth and Dislocated Worker Programs under this RFP is based on the federal allocation with available local funding budgeted by the Chief Local Elected Officials and the West Kentucky Workforce Board.  In addition to fiscal agent responsibilities, the potential proposer needs to provide program and business services staff at the direction of the Workforce Board.  This proposal does not include a request for direct Career Services/One-Stop Operator for the local workforce area.

Intent to Bid Required action.  E-mail Sheila A. Clark, Executive Director, West Kentucky Workforce Board, at [email protected]  with your intent to bid, including contact information.  Should be received no later than April 17, 2019 at 10:00 a.m. CDT.  No proposal will be accepted unless an intent to bid has been received by this date.  Potential bidders may be e-mailed more detailed information, plus the question and answers, when the Intent to Bid is received.

Due DateProposals must be RECEIVED no later than May 10, 2019 at 2:00 p.m. CDT.  Deliver or mail proposals to Dennis Courtney, Attorney at Law, 104 South 15th Street, Murray, Kentucky 42071.   NOTE: Submissions by facsimile or e-mail are NOT acceptable and will NOT be considered.
 
Award Period July 1, 2019 – June 30, 2020.  Potential of 3 one-year extension.
                                                 
Eligible BiddersAny public entity or private for-profit or non-profit entity that is eligible to operate within the seventeen county (17) West Kentucky Workforce Development Area is eligible.

Limitations This RFP does not commit the WKWB to award a contract, or to pay any costs incurred in the preparation of a proposal to this request. This RFP may be modified with the approval of the West Kentucky Workforce Board.
