The West Kentucky Workforce Board (WKWB) is seeking qualified partners to help support young people across the region through the Workforce Innovation and Opportunity Act (WIOA). Through a competitive procurement process, WKWB is requesting proposals from organizations interested in delivering In School Youth (ISY) and Out of School Youth (OSY) programs across its 17 county service area.

The West Kentucky Workforce Board region includes Ballard, Caldwell, Calloway, Carlisle, Christian, Crittenden, Fulton, Graves, Hopkins, Hickman, Livingston, Lyon, Marshall, McCracken, Muhlenberg, Trigg, and Todd counties. Selected providers will be responsible for offering year round career exploration, training, and employment services to economically disadvantaged youth ages 16 to 24 who live in one of these counties and face at least one WIOA identified barrier to employment.

WKWB is particularly interested in proposals that bring innovative approaches to youth workforce development. Programs should be designed to meet the unique needs of young people while also responding to the demands of local employers. Service providers should be prepared to deliver a wide range of training and employment opportunities tailored to individual participants.

Strong proposals will clearly demonstrate the organization’s ability to successfully implement the program, track and report outcomes, and manage services effectively. Applicants must also show that they have the financial capacity to operate under a cost reimbursement contract while maintaining high quality programming for youth across the region.

By partnering with experienced organizations, WKWB aims to expand opportunities for young people in West Kentucky and help them gain the skills, training, and work experience needed to succeed in today’s workforce.

The West Kentucky Workforce Board will release three Request for Proposals beginning the weeks of March 9th and March 16th in accordance with the Workforce Innovation and Opportunity Act.

Detailed proposal guidelines and requirements will be available for the following:

• Career Center One Stop Operator
• Youth programming and employment services
• Direct services for youth, adults, and dislocated workers, including eligibility determination, referral, case management, and job placement

The West Kentucky Workforce Board (WKWB) operates under the Workforce Innovation & Opportunity Act (WIOA), Public Law 113-128. As required, under WIOA, a comprehensive four-year local plan must be developed by the WKWB and the Chief Elected Officials. In addition, a regional comprehensive four-year plan must be developed by the West Kentucky Workforce Board and the Green River Workforce Board and submitted to the Kentucky Education and Workforce Development Cabinet. Below is the WKWB FY 2025-2029 (July 1, 2025 - June 30, 2029) Local/Regional Plan.

The WKWB is formally opening a 30-day comment period for anyone that wishes to read the plan and/or make comments. The final day that comments will be received is April 30, 2025.

As part of this initiative, the West Kentucky Workforce Board (WKWB) and the Green River Workforce Board forms the West Region, developing a joint comprehensive regional workforce plan covering both local board areas. The final regional plan will be available for public review on the WKWB website from April 1 through April 30, 2025. Leading up to this, two to three draft revisions will be posted on our website to provide updates on the plan’s progress and allow stakeholders to review specific details. We encourage community input during this process. If you identify organizations that should be included as partners or local programs that need to be added, please contact WKWB staff to share your recommendations as we make the final edits.

The Workforce Innovation and Opportunity Act requires a local/regional planning effort by combining planning activities of the West Kentucky Workforce Board and the Green River Workforce Development Board to produce a Local/Regional Workforce Plan.  The West Kentucky Local/Regional Planning Session will be held on Friday, February 14 at 10:00 a.m. via Zoom (see below).

Wipe Your Record Clean at the Hopkins County Expungement Event is Tuesday, April 25, 2023 from 1:30 pm - 4:00 pm at the Ballard Convention Center located at 605 E. Arch Street, Madisonville, KY 42231.  The expungement certificate of eligibility fee ($40) will be covered for the first 100 attendees.

The Unlock Your Future Job Fair will be held Tuesday, May 2, 2023 from 10:00 am to 5:30 pm at the Crittenden County High School Rocket Arena located at 519 W.
